Signal, phone and data
No mobile signal is not the same as no iPhone nearby.
An Apple Watch can be separated from mobile coverage while its paired iPhone remains within Bluetooth range. It can also be away from the iPhone but connected through Wi-Fi or cellular. The most demanding case is a watch with no phone, Wi-Fi or cellular connection. Each state supplies different resources.
The watch may use data and services available through its paired iPhone.
Supported online features can use the watch's own connection.
Only capabilities and content available on the watch can be used.
For route navigation, ask two questions separately: can the watch estimate its position, and does it hold the map and route information needed to make that position useful?
The position layer
The watch can use location without receiving mobile data.
Apple documents built-in GPS for outdoor workout distance and speed when the paired iPhone is absent, and Compass remains among the features available when the watch cannot connect to the phone, Wi-Fi or cellular. That supports the location side of a disconnected setup.
It does not guarantee a perfect fix. Mountains, tree cover, buildings and other obstructions can reduce satellite visibility. Location permission must also be available to the watch app. A stale marker or wide uncertainty should be treated as a location-quality question rather than proof that the route was not downloaded.
The context layer
Apple Maps distinguishes maps on the watch from maps on the iPhone.
Apple currently allows an offline map area or saved hiking route from Maps on iPhone to be viewed on a paired Apple Watch without Wi-Fi or cellular service. Offline maps are available automatically while the iPhone is on and within Bluetooth range. To use them when the phone is not nearby, Apple says to enable syncing with Apple Watch.
In the watch's Offline Maps list, items under On This Watch
are the ones available without the iPhone nearby. Items shown only as being on the iPhone still depend on proximity. Offline map availability and features vary by region.
That is Apple Maps behaviour, not a rule for every third-party app. A route app must provide its own watch experience and local-data method. Do not infer a successful third-party route transfer from the Apple Maps list.
Before leaving the phone
Open the route from the watch, then remove every expected connection.

Finish map and route transfers.
Keep both devices connected and charged until each relevant app shows completion.

Open the item on the watch itself.
Confirm its name, line and surrounding detail without navigating from the phone.

Move beyond phone range.
For a fully offline test, also avoid Wi-Fi and cellular rather than testing only Bluetooth separation.

Watch the position update.
Use a short familiar route and confirm the marker and intended guidance continue.
